§ 200. Office of general services. There is hereby created an office\nof general services in the executive department. The head of the office\nof general services shall be the commissioner of general services. He\nshall be appointed by the governor by and with the advice and consent of\nthe senate and hold office during the pleasure of the governor. He shall\nreceive a salary to be fixed by the governor within the amount\nappropriated therefor. Such commissioner, subject to rules prescribed\nby the governor, may establish such bureaus or divisions in the office\nof general services as he may deem necessary and may appoint such\ndeputies, directors, assistants and other employees as may be needed for\nthe performance of his duties and may prescribe their powers and duties\nand fix their
