§ 166. Record of appearances. Every regulatory agency of the state\nshall keep a record of appearances before it or its appropriate\ndivisions or bureaus of attorneys, agents and representatives appearing\non behalf of any person, firm, corporation or association subject to its\nregulatory jurisdiction, for which they receive a fee, which record\nshall be open to public inspection. Each regulatory agency shall file\nthe record with the New York temporary state commission on lobbying on\nforms prescribed by the commission. The record shall be filed quarterly\non the fifteenth day of the month following the end of the quarter.
