§ 70-0111. Minor projects.\n (a) On or before fifteen calendar days after the receipt of an\napplication for a permit for a minor project, the department shall mail\nwritten notice to the applicant of its determination whether or not the\napplication is complete. If the department fails to mail written notice\nto an applicant of its determination whether or not an application is\ncomplete within such fifteen calendar day period, the application shall\nbe deemed complete.\n (b) Within forty-five calendar days after the department mails written\nnotice to the applicant that an application for a permit for a minor\nproject is complete or within forty-five calendar days after the\napplication is deemed complete pursuant to the provisions of this\narticle and subject to the provisions of subd
