§ 53-0307. Funding of department; municipal authorization for local\n urban forestry and arboriculture programs.\n In the absence of federal legislation funding the department's\nparticipation under section 53-0305, no duty is imposed on the\ndepartment hereunder. Federal funding, however, is not a prerequisite to\nlocal implementation of municipal urban forestry or arboriculture\nprograms, as herein provided; and any municipality may implement a local\nurban forestry or arboriculture program within its jurisdiction under\nthe authority of this title and chapter. All charges and expenses\nincurred under this section by a town shall be a charge upon the taxable\nproperty of that part of the town outside any incorporated village.\n
