§ 53-0107. Grants or gifts.\n The department, with the approval of the governor, may accept as agent\nof the state any gift, devise or bequest, whether conditional or\nunconditional (notwithstanding the provisions of section eleven of the\nstate finance law), and including federal grants, for any of the\npurposes of this article. Any moneys so received may be expended by the\ndepartment to effectuate any purpose of this article, subject to the\nsame limitations as to approval of expenditures and audit as are\nprescribed for state moneys appropriated for the purposes of this\narticle.\n
