A municipal program\nto provide environmentally sound recovery or disposal of collected solid\nwaste through facilities planned, designed, assembled and constructed to\nassure environmental protection and to maximize the potential for\nresource recovery.\n 4. "Resource Recovery Equipment." Structures, machinery, or devices,\nsingly or in combination, designed, constructed and required to\nseparate, process, modify, convert, treat, or prepare collected solid\nwaste so that component materials or substances or recoverable resources\nmay be used as a raw material or for their productive purposes.\n 5. "Disposal Equipment." Structures, machinery or devices at a\ndisposal site necessary to efficient and environmentally-sound land\ndisposal of solid wastes, including but not limited to machinery or\ndevices designed to move earth during burial of wastes or to increase\nthe density of wastes buried or to be buried. "Disposal Equipment" shall\nalso mean facilities, except vehicles, in which collected solid waste is\ntemporarily stored and concentrated prior to transport to a disposal\nsite.\n 6. "Municipality." A city, county, town, village, public benefit\ncorporation having power granted otherwise than under this article to\nconstruct, operate and maintain solid waste management projects, or an\nimprovement district within a city, county, town or village, or any\ncombination thereof.\n 7. "Cost." The cost of resource recovery equipment, source separation\nequipment or disposal equipment including interest prior to and during\nconstruction, engineering and architectural surveys, plans and\nspecifications, and consultants and legal services and other direct\nexpenses incident to a solid waste management project, exclusive of land\nacquisition, and expenses incident thereto, less any federal assistance\nreceived or to be received.\n 8. "Source separation equipment" shall mean:\n (a) Add-ons or trailers designed to modify collection vehicles to\nallow sorting and separation of collected wastes held for the purpose of\nrecycling or collection vehicles whose function and design are\nexclusively for such purpose;\n (b) Containers for the source separation and temporary storage of\nrecyclable wastes by residents or business prior to collection;\n (c) Bins, sheds or other facilities for the temporary storage of\nmaterials prior to transport for the purposes of recycling.\n
