§ 51-0703. Definitions.\n  As used in this title, the following terms shall mean and include:\n  1. "Forest Preserve Project." A state project to acquire lands as\nadditions to the forest preserve within the Adirondack and Catskill\nParks.\n  2. "Wetlands Preservation Project." A state project to preserve\nthrough acquisition biologically productive and vulnerable wetlands\nbecause of their unique and irreplaceable values.\n  3. "Wetlands Restoration Project." A state or municipal project to\nrenovate dikes, levies, ditches, berms and other water level regulation\nworks; to establish vegetation, plants, and shrubs, or such other\nnecessary or desirable work to achieve optimum productivity of wetlands.\n  4. A state project to acquire\nlands of special natural beauty, wilderness character, geological,\necological or historical significance for the state nature and\nhistorical preserve and similar lands within a forest preserve county\noutside the Adirondack and Catskill Parks.\n 5. "Stream Rights Acquisition Project." A state project to acquire\nfishing rights on quality streams.\n 6. "Public Access to State Lands Project." A state project to provide\naccess to otherwise inaccessible reforestation, game management or\nmultiple use lands through land acquisition and development of unpaved\ntrails.\n 7. "Wetlands." Land and lands under water which may be permanently,\ntemporarily or intermittently covered with fresh or salt-water and\ncommonly referred to as flood basins or flats, meadows, marshes, shrub\nswamps, wooded swamps, swamps or bogs.\n 8. "Cost." The cost of an approved project shall include engineering\nand architectural services, plans and specifications, consultant and\nlegal services, and other direct expenses incident to such project less\nany federal assistance received or to be received.\n 9. "Municipality." A city, county, town or village, or improvement\ndistrict within a city, county, town or village or any combination\nthereof.\n
