§ 28-0101. Declaration of policy.\n  It is declared to be the policy of the state of New York to promote\naffordable and cost effective methods to reduce energy and resource\nconsumption and reduce or eliminate the use of hazardous substances and\nthe generation of such substances, pollution or waste at the source in\norder to conserve, improve and protect New York's environment and\nnatural resources; enhance the health, safety and welfare of its\ncitizens; and increase the economic competitiveness of New York\nbusinesses.\n
