* § 17-1723. Reports of proprietors of industrial establishments.\n 1. The report of the proprietor of every shop, factory, mill and\nindustrial establishment in the state, from which refuse or waste matter\nwas being discharged into any of the waters of the state on May 7, 1903,\nfiled in the office of the commissioner shall constitute the evidence of\nexemption of the shop, factory, mill or industrial establishment from\nthe prohibition of section 17-1701.\n 2. No shop, factory, mill or industrial establishment shall be exempt\nfrom the prohibition of said section against the discharge of refuse or\nwaste matter into the waters of the state, for which a report shall not\nhave been made in accordance with chapter 468 of the laws of 1903.\n * NB Expired September 1, 1973\n
