§ 17-0505. Prohibition against certain acts without permit.\n  The making or use of an outlet or point source discharging into the\nwaters of the state, and the operation or construction of disposal\nsystems, without a valid SPDES permit as provided by section 17-0701 or\ntitle 8 hereof are prohibited.\n
