§ 17-0103. Statement of purpose.\n It is the purpose of this article to safeguard the waters of the state\nfrom pollution by preventing any new pollution and abating pollution\nexisting when the predecessor of this chapter was enacted, under a\nprogram consistent with the declaration of policy stated in section\n17-0101.\n
