§ 3234. Enforcement; withholding state moneys by commissioner of\neducation.

1.The commissioner of education shall supervise the\nenforcement of part one of this article and he may withhold one-half of\nall public school moneys from any city or district, which, in his\njudgment, wilfully omits and refuses to enforce the provisions of part\none of this article, after due notice, so often and so long as such\nwilful omission and refusal shall, in his judgment, occur, or continue.\n 2. If the provisions of part one of this article are complied with at\nany time within one year from the date on which said moneys were\nwithheld, the money so withheld shall be paid over by said commissioner\nof education to such district or city, otherwise forfeited to the state.\n
