§ 247. State law library; legislative reference library. The state\nlaw library and the legislative reference library shall be parts of the\nNew York state library under the same government and regulations and\nshall be open for consultation to every citizen of the state at all\nhours when the state library is open and the law library shall be\navailable for borrowing books to every duly admitted attorney residing\nin the state of New York, who shall conform to the rules made by the\nregents for insuring proper protection and the largest usefulness to the\npeople of the said law library.\n
