§ 117. Authorization to act as issuing agents for United States\nobligations. Notwithstanding the provisions of any law, all individuals,\npartnerships, associations or corporations organized, operating, or\ndoing business under the laws of this state are hereby authorized, upon\ndesignation by and qualification with the secretary of the treasury of\nthe United States or under his authority, to act as issuing agents for\nthe sale and issue of obligations of the United States.\n
