§ 230. Economic development regions. 1. The department shall establish\neconomic development regions of the state and shall establish within\neach region at least one regional office.\n 2. The boundaries of regions shall be based on factors including, but\nnot limited to:

(a)interdependence and commonality of economic and\nsocial interests;
(b)previous cooperation in economic development\nrelated matters;
(c)intraregional commuting and transportation\npatterns;
(d)geographic proximity to and dependence on centers of\nemployment and economic opportunity, population concentration and\nmarkets;
(e)unifying topographic characteristics;
(f)labor markets;\nand (g) geographic size.\n
