* § 223. Reporting. The department shall:\n 1. Monitor the performance of each export trade development project\nand require periodic and annual reports from each such project at such\ntime and in such manner as prescribed by the commissioner;\n 2. Evaluate the effectiveness of the export trade development projects\nand other technical assistance programs authorized under this article\nand shall report, on or before October first, nineteen hundred\neighty-eight and on or before October first of each year thereafter, the\nresults of such evaluation to the governor and the legislature. In the\ncase of export assistance programs involving the direct delivery of\nassistance and services by the department, such report shall detail the\nnumber of business firms served by the department, the

* § 223. Reporting. The department shall:\n 1. Evaluate the effectiveness of the export trade development projects\nand other technical assistance programs authorized under this article\nand shall report, on or before October first, nineteen hundred\neighty-eight and on or before October first of each year thereafter, the\nresults of such evaluation to the governor and the legislature. In the\ncase of export assistance programs involving the direct delivery of\nassistance and services by the department, such report shall detail the\nnumber of business firms served by the department, the number of trade\nand investment inquiries referred by the department to business firms\nand other interested parties, the approximate dollar amount of export\nsales and investment of foreign capital in New York generated by the\nactivities of the department, and any other information the commissioner\ndeems pertinent to evaluating the effectiveness of such programs. In the\ncase of export trade development projects, such report shall include a\ndescription of each project, its potential application to other areas of\nthe state, the success of each project in meeting its stated goals and\nobjectives, the economic impact of each project on the area served, the\ndegree of local and regional participation, financial and otherwise, in\neach project, the coordination of each project with state and local\nexport promotion programs and resources and such other information the\ncommissioner deems pertinent to evaluating the effectiveness of the\nexport assistance development project program; and\n 3. (a) Submit to the director of the division of the budget, the\nchairperson of the senate finance committee and the chairperson of the\nassembly ways and means committee an evaluation of program effectiveness\nprepared by an entity independent of the department. Such an evaluation\nshall be submitted on or before September first, two thousand five and\non or before September first every four years thereafter.\n (b) Between evaluation due dates, the department shall maintain the\nnecessary records and data required to satisfy such evaluation\nrequirements and to satisfy information requests received from the\ndirector of the budget, the chairperson of the senate finance committee\nand the chairperson of the assembly ways and means committee between\nsuch evaluation due dates.\n * NB Amendments effective insofar as they pertain to the Port\nAuthority of New York and New Jersey upon passage of same as legislation\nby New Jersey\n
