* § 220. Powers and duties of the commissioner. The commissioner\nacting by and through the department shall have the power and it shall\nbe his or her duty:\n 1. To coordinate the international economic activities of the state\nincluding any international economic activities of the department of\nagriculture and markets, the department of financial services, the\ndepartment of financial services, the education department, the state\nuniversity of New York, the city university of New York, the New York\nstate science and technology foundation, the New York state urban\ndevelopment corporation, the New York state job development authority,\nthe port authority of New York and New Jersey, and other New York state\nagencies.\n 2. To assist New York businesses which may engage or wish to engage in\nexporting or entering into agreements with foreign persons or firms that\nwill result in expansion of business activity in New York.\n 4. To identify foreign buyers, investors or investor groups which may\nbe interested in entering into agreements for the purchase of New York\ngoods or services or in investing in New York business, and to advocate\nand promote New York products and services and capital investment\nopportunities to buyers and investors in other nations and to those\nintermediary parties able to locate and negotiate sales or agreements\nwith such buyers and investors, that will assist the export sale of New\nYork products or services or the investment of foreign capital in New\nYork.\n 5. To identify business firms which produce a product or provide a\nservice deemed to be exportable and assist such firms in identifying\nforeign markets and buyers in order to effect the sale of such product\nor service to foreign buyers.\n 6. To conduct investigations, research, studies and analyses of\nmatters affecting New York exporters and potential exporters.\n 7. To provide services to New York firms in identifying foreign\nmarkets, buyers, distributors, licensees and investors; in identifying\nexport financing options and mechanisms that may assist such firms in\nmaking sales to foreign buyers; and in preparing documentation and other\npaperwork necessary to sell abroad.\n 8. To provide export trade and foreign investment services,\nparticularly in regions of the state where such services are not\notherwise available, and to promote the development of a statewide\nnetwork of international trade organizations to assist the department in\nits efforts to provide export promotion services through its regional\noffices.\n 9. To encourage activities by business or industry associations in the\narea of international trade, to seek comments from such associations on\ninternational trade legislation, policy, and negotiations at the\ninternational, federal and state levels and to provide technical and\nfinancial assistance to such associations in the areas of export trade\ndevelopment and promotion.\n 10. To perform such other functions as deemed necessary and proper to\nincrease the amount of exports of New York products and services or to\nincrease the amount of investment of foreign capital in New York.\n * NB Amendments effective insofar as they pertain to the Port\nAuthority of New York and New Jersey upon passage of same as legislation\nby New Jersey\n
