§ 115. Definitions. As used in this article, the following terms shall\nhave the following meanings:\n 1. "Division" shall mean the division of minority and women's business\ndevelopment created by this article.\n 2. "Technical assistance" shall mean assistance and services designed\nto improve the efficiency, effectiveness and viability of a minority or\nwomen-owned business enterprise, including, but not limited to,\nmanagement assistance, problem solving, the development of business and\nmarketing plans, market analysis, financial planning, regulatory\ncompliance, safety and security measures, export assistance, procurement\nassistance, application assistance, state program assistance, referral\nto private and public financing sources, contracting assistance, and\nother forms of ass
