§ 353. Submission of estimates.

1.The head of each administrative\nunit shall submit annually to the budget officer on or before the first\nday of October, an estimate of revenues and expenditures of such\nadministrative unit for the ensuing fiscal year. The budget officer\nannually may require that such estimates be so submitted on or before a\nspecified earlier date, provided that in no event shall such estimates\nbe required to be submitted prior to the first day of September. The\nestimate for each administrative unit shall be subdivided according to\nunits of organization and shall show the source of revenues and shall\nitemize the character and object of expenditures.
