§ 204. Positions of employment. In addition to those positions of\nemployment specifically provided by law, the board of supervisors shall\nhave power to establish positions of employment and may abolish the\nsame. The establishment and abolition of such positions may be by local\nlaw, by resolution or by the adoption of the budget. Rules may be\nadopted providing for the temporary transfer of employees from one\noffice or department to another as authorized by the civil service law.\n Except as otherwise provided by law, all officers paid from county\nfunds and all boards or commissions, by whatever title known, shall\nappoint or employ all subordinates and employees in their respective\noffices and departments.\n
