§ 71-f. Review. The action of the commissioner in refusing to grant a\nlicense, or in revoking or suspending a license, shall be subject to\nreview by a proceeding under article seventy-eight of the civil practice\nlaw and rules, but the decision of the commissioner shall be final\nunless within thirty days from the date of the order embodying such\naction such proceeding to review has been instituted.\n
