§ 609. Continuity of authority. The performance of functions by a\ndepartment, office or agency to which they are assigned pursuant to the\nprovisions of this chapter shall be deemed and held to constitute a\ncontinuation thereof for the purpose of succession to all rights,\npowers, duties and obligations attached to such functions at the time of\nsuch assignment.\n
