§ 5.03. Art commissioners. Where provision is not made by law for an\nart commission for any city of the first or second class, the mayor of\nsuch city shall, as soon as any city decides to expend any moneys under\nthe provisions of this article, appoint art commissioners for such city.\nSuch commissioners shall not contain more than a bare majority of\npersons selected from any one political party. It shall be composed of\npersons who are experts in art matters.\n
