The vocational rehabilitation division of the public education department shall: A. provide vocational rehabilitation to qualified individuals; B. administer any state plan or federal aid funds relating to vocational rehabilitation; C. cooperate and make agreements with public or private agencies to establish or to maintain a vocational rehabilitation program; D. enter into reciprocal agreements with other states to provide vocational rehabilitation; E. accept gifts or grants to be used for vocational rehabilitation; F. enforce regulations for the administration of laws relating to vocational rehabilitation; G. conduct research and compile statistics relating to vocational rehabilitation; and H. ensure that behavioral health services, including mental health and substance abuse services, p
