The commissioner shall conduct a continuing planning process which shall: a. Integrate and unify the statewide and areawide water quality management planning processes; b. Conduct a statewide assessment of water quality and establish water quality goals and water quality standards for the waters of the State; c. Develop a statewide implementation strategy to achieve the water quality standards, which shall include, but not be limited to:

(1)the determination of effluent limitations and schedules of compliance at least as stringent as those required by the Federal Act;
(2)the determination of the total maximum daily load for pollutants necessary to meet the water quality standards;
(3)the incorporation of all elements of any areawide waste management plan prepared pursuant to this act; (
