52.In addition to the considerations set forth in section 51 of P.L.1996, c.62 (C.55:19-66), the Urban Coordinating Council in consultation and in conjunction with the authority in evaluating a neighborhood empowerment plan for designation purposes shall consider: a. the likelihood of attracting other State or federal assistance or both to projects in the designated area; b. the adverse or beneficial effects of an empowerment neighborhood located at the proposed area upon economic development activities or projects of State or other public agencies which are in operation or are approved for operation in the qualified municipality; c. the degree of commitment made by public and private entities to utilize minority contractors and assure equal opportunities for employment in connection with
