13. a. A person shall not act as a port watchman within the port of New York district in this State without first having obtained a license from the division, and a person shall not employ a port watchman who is not so licensed. b. A license to act as a port watchman shall be issued only upon written application, duly verified, which shall state the following:

(1)The full name, residence, business address, if any, place, and date of birth, and social security number of the applicant;
(2)The present and previous occupations of the applicant, including the places where the applicant was employed and the names of the applicant's employers;
(3)The citizenship of the applicant and, if the person is a naturalized citizen of the United States, the court and date of naturalization; and (4) Any
