4. a. The authority shall consist of seven members as follows:

(1)Six public members, at least two of whom shall be representatives of the New Jersey casino industry, to be appointed by the Governor with the advice and consent of the Senate; and (2) The Treasurer of the State of New Jersey, who shall be an ex officio member. b. Vacancies in the membership of the authority shall be filled in the same manner as prescribed by law for the original appointment, but for the unexpired term only. c. No more than four members of the authority shall be affiliated with the same political party.
