13.The commission shall have perpetual succession and shall have the following powers: a. To make, amend and repeal rules and bylaws for its own governance and guidance not inconsistent with State and federal law; b. To adopt an official seal and alter the same at its pleasure; c. To maintain an office at such place or places within the State as it may designate; d. To contract for, accept, solicit or collect any grants, loans, funds, property, or other aid in any form from the United States of America or any agency or instrumentality thereof, from the State or any agency, instrumentality or political subdivision thereof, or from any other public source; e. To set an amount and to charge reasonable fees for special projects or services that were not customarily provided by the department
