Text

The commissioner, in addition to his powers and duties otherwise provided by this act, shall: a. Exercise all powers of the department not vested in the Economic Council.

b.Administer the work of the department.
c.Prescribe the organization of the department and the duties of his subordinates and assistants.
d.Subject to the approval of the Economic Council, appoint officers and employees, other than the directors of the divisions, engage technical and professional experts and fix their compensation within the limits of available appropriations, except as may be otherwise provided by law.
e.Administer all laws, which are by their terms included under the jurisdiction of the department, relating to veterans' guaranteed loans, grants-in-aid to municipalities for the preparation of engine
