The commissioner, in addition to powers and duties specifically conferred and imposed upon him, shall have the following general powers and duties, to: a. Maintain suitable headquarters for the department and such other quarters within the State as he may deem necessary to the department's proper functioning; b. Have general responsibility for all of the department's operations under this act; c. Supervise the organization of the department and changes in the organization thereof except that the divisions and bureaus of the department herein specifically provided shall be maintained; formulate and adopt rules and regulations for the efficient conduct of the work and general administration of the department, its officers and employees; d.
