Said examining board shall at its annual meeting to be held in May organize by electing a president and vice-president, who shall be members of the board. The secretary-director shall furnish bond for the faithful performance of his duties in such sum as required by law. Premium for said bond shall be regarded as a proper and necessary expense of the board. Said board shall meet at least every two months and special meetings may be held at such times as called by the president. A majority of the voting members of the board shall constitute a quorum and no action of the board shall be taken except upon the affirmative vote of a majority of the members of the entire board.
