1.As used in P.L.1964, c.155 (C.44:11-1 et seq.): "Court" means the Superior Court in the county whose welfare board is responsible for making payments of public assistance to or for the benefit of the recipient or, in cases where a representative payee has been appointed pursuant to P.L.1964, c.155, the Superior Court having made such appointment. "Functionally incapacitated" means subject to a mental, physical, or emotional condition which renders the individual incapable of receiving and utilizing payments of public assistance in a manner conducive to the health and well-being of the individual and the individual's dependents. "Representative payee" means a person appointed by a court to act for a recipient to the extent of receiving and administering payments of public assistance. "Pu
