3.As used in this act: "Authority" means a tourism improvement and development authority created pursuant to section 18 of this act, P.L.1992, c.165 (C.40:54D-18). "Beach operation offset payment " means a payment made by an authority to municipalities in its district for tourism development activities related to operating and maintaining public beaches within a zone to seaward of a line of demarcation located not more than 1,000 feet from the mean high water line. "Bond" means any bond or note issued by an authority pursuant to the provisions of this act. "Commissioner" means the Commissioner of the Department of Commerce and Economic Development.
