In considering any application for a loan, the authority shall give first priority to applications for loans for the construction or rehabilitation of housing projects, designed primarily to serve families whose incomes do not exceed the median for the standard metropolitan statistical area in which the project is located, and wherein 10% or more units will be subsidized by, or occupied by tenants whose rents will be subsidized by, any program of housing assistance, and which will be a part of, or constructed in connection with, an urban renewal program, and also shall give consideration to: a. The comparative need of the area to be served by the proposed project for housing for families of low and moderate income, with particular emphasis on the needs of individuals and families displaced

The ability of the applicant to construct, operate, manage and maintain the proposed housing project; c. The existence of zoning or other regulations to protect adequately the proposed housing project against detrimental future uses which could cause undue depreciation in the value of the project; d. The proximity of the proposed project to, and the accessibility of, adequate parks, recreational areas, utilities, schools, transportation and parking; e. The proximity of the proposed project to, and the accessibility of, places of adequate employment opportunities and, f. Where applicable, the eligibility of the applicant to make payments in lieu of taxes to the municipality in which the housing project is located. L.1979, c. 275, s. 5, eff. Jan. 3, 1980.
