19.
a.Notwithstanding the provisions of any general or special statutes, the comptroller of the state of New York and the comptroller of the state of New Jersey and their legally authorized representatives are hereby authorized and empowered from time to time to examine the accounts books of the Commission, including their receipts, disbursements, contracts, leases, sinking fund, investments and such other items referring to their financial standing and receipts and disbursements as such comptroller may deem proper. Such examination may be made by either comptroller at any time or both comptrollers acting together.
b.The comptrollers of the respective states acting individually or collectively shall report to the governors and the legislatures of the respective states the result of such
