17. Subsidiaries of the Commission. a. The commission shall provide notice to the governor of each state, the majority leader of each house of the legislature of each state no less than sixty days prior to the formation of the subsidiary. b. The creation of a subsidiary corporation shall be approved by the board. c. Within sixty days of the effective date of this act, and on or before the first day of January of each year annually thereafter, any subsidiary corporation, in cooperation with the Commission, shall provide to the governor and legislature of each state a report on the subsidiary corporation. The report shall include for each subsidiary:

(1)the complete legal name, address, and contact information of the subsidiary;
(2)the structure of the organization of the subsidiary, inclu
