The commissioner and the state entomologist may undertake the suppression or control of any insect pest or plant disease which, in their judgment, seriously threatens the state or any part thereof and for that purpose may adopt rules, pursuant to RSA 541-A, and may employ such measures as, in their judgment, may be reasonable and proper. The commissioner and the state entomologist shall coordinate their forest pest control efforts with the director of forests and lands. The commissioner and director shall establish and publish an annual work plan that outlines the responsibilities of each agency in the area of forest pest control and report the results back to the appropriate committees.
