Text
The governor and council are authorized to audit and allow, as incidental expenses of the state, all bills for postage, stationery, necessary department supplies, and other necessary incidental expenses of the state, and the governor is authorized to draw his warrant for the payment of the same out of any money in the treasury not otherwise appropriated.
