Text
Nothing in this subdivision shall be construed as affecting the transportation of military or naval forces or their equipment by the federal or the state government. Fixed ammunition for small arms, firecrackers or matches shall not be held to be explosives when the individual units contain any of the articles mentioned above in such limited quantity or of such nature and in such packing that it is impossible to produce an explosion of such units to the injury of life, limb or property.
