I.The department shall establish a performance measurement system designed to assist the department in meeting the goals of the TANF reauthorization program, including a mission statement identifying values that focus on qualitative outcomes. The measurement system shall be adopted on or before January 1, 2008. The system shall include: measurement and tracking of individual employee performance; tracking and analysis of programmatic outcomes; and tracking of other data or information otherwise useful in establishing success in moving clients into work participation, as defined by federal law. The department shall, for each indicator, develop performance and benchmark scores that reflect normal or expected performance. In developing these indicators, the department shall consult with the

II. The department shall prepare an annual report that includes data and comparison with prior years and indicates normal or expected performance levels. Each annual report shall be submitted to the oversight committee on health and human services, the speaker of the house of representatives, the president of the senate, the governor, and the appropriate legislative policy committees. The first such report shall be submitted by December 15, 2007.
