The superintendent of public instruction shall establish, within the provisions of this chapter,
general state policy regarding special education and shall endeavor to ensure a cooperative
special education program coordinating all available services. The superintendent of public
instruction shall cooperate with private agencies and solicit their advice and cooperation in the
establishment of policy and in the coordination and development of special education programs.
