A student who has met all the criteria necessary to receive a teaching license, but who has
not graduated from a college or university, may request that the college or university provide a
copy of the student's completed transcript to the board or to a comparable entity in another
state. Within ten days of the request by the student, the college or university shall provide a
copy of the transcript showing that the student has met all the criteria necessary to receive a
teaching license except graduation. The transcript must indicate areas in which the student has
a major or minor.
