If the superintendent of public instruction receives any federal or other moneys to pay
programmatic administrative expenses for which the superintendent received a state general
fund appropriation, the superintendent shall transfer the moneys to the state tuition fund. This
section does not apply if the superintendent is required by federal law or by the terms of a grant
to employ additional personnel.
