1. No person registered as a veterinarian in Missouri shall engage in the practice of veterinary medicine, as authorized in this chapter, across state lines, except as herein provided. 2. For purposes of this chapter, the "practice of veterinary medicine across state lines" means:
(1)The rendering of a written or otherwise documented veterinary medical opinion concerning the diagnosis or treatment of a patient within this state by a veterinarian located outside this state as a result of transmission of individual patient data by electronic, telephonic, or other means from within this state or any other state to such veterinarian or veterinarian's agent; or
(2)The rendering of treatment to a patient within this state by a veterinarian located outside this state as a result of trans
