Any person, except one holding a permit to operate such a disposal plant in this state, or one holding a permit to transport bodies of dead animals or a substation to hold bodies of dead animals, or who is acting for such permittee, or who is otherwise excepted by this chapter, who shall advertise in any manner, whereby he shall indicate that he is engaged in transporting and disposing of dead animals in any manner and for any purpose not excepted in this chapter; or who shall obtain from any other person, by purchase or otherwise, the body of any such dead animal, in whole or in any part, for the purpose of transporting the same over any highway of this state and of disposing of the carcass, or the hide, skin, grease, or other products, of such dead animal, to any person or by any method
