The state veterinarian is authorized to grant a permit or license permitting the bodies of dead animals to be transported over the highways of this state to a disposal plant located outside the boundaries of this state, with proper identification tags, to a resident truck owner upon the payment of a fee of twenty-five dollars per annum for the first such truck and a fee of ten dollars per annum for each such additional truck, permitting such truck owner to transport dead bodies outside the state, providing the truck owner and his truck meet the conditions and specifications of this chapter, together with such rules and regulations as the state veterinarian may prescribe, and further, that in any section or locality of this state which is now or which may hereafter be served in a sanitary m
