Notwithstanding any other provision of law and except as provided in section181C.09no local governmental unit of this state may enact or enforce any ordinance, local law, or regulation that:

(1)regulates any matter relating to transportation network companies or transportation network company drivers addressed in section65B.472or chapter 181C; or (2) requires the provision of data related to section65B.472or chapter 181C.
