Subdivision 1.Exclusive representative. The exclusive representative of employees may meet and negotiate with the commissioner of management and budget, in consultation with the Direct Care and Treatment executive board, concerning possible changes in hours or work schedules that could produce cost reductions in the regional treatment centers. Subd. 2.Commissioner of management and budget. The commissioner of management and budget shall meet and negotiate in accordance with this chapter with the appropriate exclusive representative of the regional treatment center employees concerning the terms and conditions of employment that result from state-operated, community-based residential programs established under sections246.581and246C.11.
