Subdivision 1.Appointing authority. For purposes of this section the term "appointing authority" has the meaning given it by section43A.02, subdivision 5. Subd. 2.Employer. The employer of state executive branch employees shall be, for purposes of sections179A.01to179A.25, the commissioner of management and budget or the commissioner's representative. Subd. 3.Commissioner of management and budget. In all negotiations between the executive branch of the state and exclusive representatives, the state executive branch shall be represented by the commissioner of management and budget or the commissioner's representative.
